A. Background
In October 2018, ARDD launched its Al Nahda Research Centre with a three-year programme entitled The Question of Palestine 70 Years On: Priorities for Action. The programme aims to explore issues related to the unresolved Israel-Palestinian conflict through expert meetings, development and dissemination of policy briefs, as well as stakeholder consultations and coordination. Concurrently, as an integral part of the programme, ARDD also launched the Global Network of Experts on the Question of Palestine (GNQP), with the aim to inject innovative thinking into the discourse on Palestine and, in the process, to influence key decision-makers and partners. Nearing the third year, ARDD aims to chart the way forward for the GNQP by producing a bylaw based on interviews with the Network members.
B. Objectives
Provide a bylaw for the Global Network of Experts on the Question of Palestine.
C. Scope of work and methodology
The objectives are to be achieved through interviews with all 40 Network members. The scope of work entails preparatory work, conducting interviews and the drafting of the bylaw based on the interviews in English and Arabic. The interviews aim to offer an in-depth understanding of the perceptions of the GNQP and its future, identify the strengths and areas for improvement of the GNQP to date, and acquire insights for the need of the GNQP and the specific ‘niche’ in which to position itself.
D. Consultant
The consultant should have excellent legal/analytical and drafting skills, and good facilitation skills in English and Arabic.
E. Deliverables
The final deliverable is the bylaw for the GNQP in English and Arabic that includes but is not limited to the following components:
1. Introduction
2. Mission statement
3. Membership
4. Guests and other invitees
5. Governance and decision making
6. GNQP Officers
7. Conduct of business
8. Adoption, amendment and other provisions
F. Applications
The call is open for applications from 4 December to 24 December 2020. The deadline for the first draft of the bylaw is on 20 January 2021. The deadline for the final draft is on 27 January 2021.

H. Consultancy Fee
The consultancy fee is $3000 (USD) and payable upon acceptance of the final draft.
